1. Create empty folders with structure
   
2. Create new site in Dreamweaver pointing to name
3. Make a new page
4. Dress it up with colors, background, etc. to your design
5. Put in navigation links, but no content
6. Save as index.html
7. 'Save as' each file name, so you have identical pages
8. Add content to each subpage
